Govt should remain alert while taking foreign loans PDF Print E-mail

Recently a MOU between the World Bank and the Government of Bangladesh was signed in which the WB would provide a credit of US$ 350 million for setting up power plants in Bangladesh. WB's senior energy specialist Alan.F.Townsend said that several projects, including the setting up of two 300 megawatt power plants, would be implemented from 2008 to 2016 with the money. But it is learnt that several conditions would be attached to the loan although it's a soft-loan for 40 years given under International Development Assistance but neither the Government nor the WB specify, to the media, the conditions under which these loans were obtained.

REUTERS, NEW DELHI - Unseasonally heavy rains in northwestern India have damaged the cotton crop in some areas and exposed paddy to plant diseases, farmers and scientists said.

Bacterial blight, a disease that dries up a plant's leaves, has been reported in parts of Punjab and the problem could worsen if water is not quickly drained, they said.

The Asian Development Bank has estimated GDP growth at 6.2 percent for FY 2008, the lending agency said in its Quarterly Economic Update of Bangladesh released Thursday.

Curbing inflation would be a key challenge, the report said, warning that Bangladesh Bank's accommodative monetary policy would fuel inflation if bank credits were not directed to the economy's productive sectors.

AFP, MOSCOW - Russian shares soared Friday, regaining much of the value they lost earlier this week, after the government injected tens of billions of dollars into the markets to stave off a financial massive crisis.

The main RTS index had gained 22.39 percent by the end of trading while the MICEX shot up 28.69 percent, restoring the values seen before Tuesday, when both suffered their worst one-day fall since the 1998 financial crisis.

AP, SEOUL, South Korea -- British bank HSBC Holdings PLC said Friday it has canceled an agreement to purchase a controlling stake in a South Korean bank from U.S. private equity group Lone Star Funds amid world financial turmoil.

HSBC said in a statement that it ''exercised its right to terminate the acquisition agreement with immediate effect.'' The London-based bank cited ''all relevant factors including current asset values in world financial markets'' for the decision. It gave Thursday as the date of the cancellation.

AP, CHICAGO -- Agriculture futures traded higher Friday on the Chicago Board of Trade.

Wheat for December delivery rose 14.25 cents to $7.07 a bushel; December corn added 13.25 cents to $5.405 a bushel; December oats rose 9 cents to $3.34 a bushel; November soybeans added 18 cents to $11.34 a bushel.

AP, TOULOUSE, France -- Airbus will meet its target of delivering 12 A380 super jumbo aircraft this year, the company's chief executive pledged Friday, brushing aside reports that manufacturing and engineering difficulties had again put the project behind schedule.

The 525-seat, A-380 has been plagued by delays due to missteps, technical setbacks, communication failures and financial improprieties that have tarnished Airbus' image. The first in a series of costly delays was announced in June 2005.

AP, TOKYO -- Toshiba Corp. lowered its profit forecast lower Friday, blaming the plunge in semiconductor prices and weaker-than-expected demand, slipping into the red for the fiscal first half for the first time in five years.

The Japanese electronics maker said it now expects a 50 billion yen ($469 million) loss in the six months ending Sept. 30, down from a 45.7 billion yen profit the same period a year earlier.

AFP, NEW DELHI - Indian police shot dead two alleged Islamic militants during a fierce gun battle in a Muslim area of New Delhi Friday, including a leader of a shadowy group behind a spate of deadly bombings.

The fighting erupted around a house in Jamia Nagar, in the south of the capital, when police acting on a tip-off discovered a group of around five armed men holed up in a building in a maze of narrow streets.

AFP, BEIJING - Starbucks stopped serving milk in many of its Chinese outlets on Friday as a crisis over poisoned dairy products that have left four babies dead and thousands of others sick spiralled.

The move by the US coffee chain came amid a government-ordered mass recall of dairy products after an industrial chemical initially reported to be only in milk powder was also detected in regular milk.

REUTERS, COLOMBO -- Sri Lankan soldiers and sailors killed 63 Tamil Tiger rebels on a second day of fierce combat in the north of the Indian Ocean island nation, the military said on Friday.

The Liberation Tigers of Tamil Eelam (LTTE) said they had repulsed an army advance, killed 25 troops and wounded 40 in Vannirakulam, the site of heavy fighting for weeks, pro-rebel web site www.tamilnet.com quoted unnamed rebel officials as saying.

REUTERS, BANGKOK - Myanmar's junta has given two years' hard labour to an activist who helped people, including child soldiers, file complaints about forced labour, the International Labour Organization (ILO) said on Friday.

The case against Thet Way has become a barometer of whether the former Burma's ruling generals are serious about stamping out forced labour, which in some cases means carrying military supplies through guerrilla conflict zones, rights groups say.

AFP, WASHINGTON - North Korea has not restarted its nuclear plant at Yongbyon but is moving "closer and closer" to doing so, the US State Department said Friday.

North Korea, accusing Washington of breaking a six-country nuclear disarmament deal, said Friday it is working to restart its atomic reactor and no longer wants US concessions promised under the pact.

AFP, WASHINGTON - More than half of Americans believe they are protected by a guardian angel and two in three are certain that heaven exists, according to a study of US religious beliefs released Thursday.

The survey, conducted by researchers at Baylor University in Waco, Texas, asked 350 questions about religion to 1,648 adults across the country.

A baby was born on Friday from a frozen embryo implanted in the mother's womb, a first in Bangladesh.

Dr Rashida Begum said at a news conference Salma Begum, 36, and Afzal Hossain, who have been married for five years, decided to take a baby through test tube last year. But the first attempt failed.
