The proposed budget for 2008-09 is estimated at Tk 99,962 crore, with non-development expenditure of Tk 66,753 crore and development expenditure of Tk 29,549 crore.

Of the total development expenditure, Tk 25,600 crore has been allotted to the annual development programme. Of the expenditure on the development sector, Tk 2,171 crore will be spent in employment generation and development programmes and Tk 1,778 crore is to be spent in food for work programmes outside the ADP.

Incoming resources are predicted to include around Tk 69,000 crore from revenue earnings. The target for National Board of Revenue tax revenue has been fixed at Tk 54,500 crore, and non-NBR tax revenue at Tk 2,289 crore. Around Tk 12,593 crore is expected to come from non-tax revenue.

Around Tk 6,346 crore will come from foreign grants, the remainder being mainly sourced from domestic financing and foreign loans. The finance adviser has proposed taking a Tk 13,498 crore loan from the banking system to make up the deficit.

The budget deficit, excluding grants and liabilities of the Bangladesh Petroleum Corporation, has been estimated at Tk 30,580 crore, which constitutes 4.99 percent of GDP.
