CPD budget proposals Thrust on agri sector suggested PDF Print E-mail

A four-memnber delegation of the Centre for Policy Dialogue (CPD) Thursday handed over a set of proposals to Finance and Planning Advisor Dr ABM Azizul Islam in view of the upcoming budget for 2008-09, reports UNB.

The proposals included CPD''s suggestions on fiscal mobilization, price stabilization and food security, needs of the marginalized section of the society, reduction of income inequality, balanced regional development, export and investment promotion, reform of tax administration and environmental protection.

Some of the key suggestions of the CPD included increasing threshold level of minimum income for the purpose of income taxation, introduction of Rural Employment Guarantee Scheme for the unemployed and expansion of coverage and entitlement under safety net programmes.

The CPD also proposed setting up of a Backward Region Development Fund, special allocation for assured supply of quality seed, increas in subsidy for fertilizer to ensure greater availability and promote balanced use of fertilizer, enhanced allocation for energy security and introduction of incentive schemes for promotion of newly emerged non-traditional export-oriented sectors.

It proposed setting up of a Technology Upgradation Fund, continuation of zero tariff on import of essential commodities, allocation for payment of arrears to retrenched workers of public sector jute mills, tax waiver on reinvested dividend income and continuation of tax holiday facility.

The CPD team included Professor Mustafizur Rahman, Executive Director, Dr. Uttam Deb, Head, Research Division, Dr. Fahmida Khatun, Senior Research Fellow and Dr. Khondaker Golam Moazzem, Research Fellow.
