Academics, leaders of different professional and political organizations, diplomats, security analysts and journalists at a roundtable here strongly favored formation of a National Security Council (NSC) to ensure national safety in broader spectrum by taking into consideration the changed domestic as well as regional and global security context, reports agency. Terming formation of NSC as a major national decision, they said a greater consensus among all stakeholders including mainstream political parties is very important to constitute the body and to determine its composition and jurisdiction under a constitutional framework. Almost all of the participants agreed in principal on the issue of constituting the NSC, while some others advocated for immediate formation of the body in the spirit of civil-military partnership. A section of the participants held the view that the issue should be left to the next elected government as constitutional provisions are involved with the matter and there is no alternative to endorse the creation of NSC by the parliament. Apart from giving institutional shape to all key organs of the state, the speakers said democracy cannot be made sustainable and institutionalized in any third world countries without checks and balance among the major power factors and their effective involvement in formulation of key national policies as well as tackling timely the security threat arising out from domestic and external sources. The participants opined that it is the most prime time for the nation to work together to ensure political and economic stability by creating a congenial atmosphere in the country under an efficient, dynamic and visionary leadership that would be capable of freeing the country from corruption, exploiting the economic potentiality and leading the nation towards progress and prosperity. Bangladesh Institute of Leadership and Security Studies (BILSS) arranged the roundtable discussion on “National Security Council” held at a city hotel this morning. Eminent political scientist and former vice chancellor of Chittagong University (CU) Prof. R I Chowdhury chaired the function while president of the BILSS Prof. Dr. Ataur Rahman moderated it. Prof. Dr. Ataur Rahman and Dr. Hassan Mohammad of CU Political Science Department presented two separate key-note papers on the subject. Mohammad Masud Hossain, PSC, Prof. A N M Munir Ahmed, Prof. Abdun Noor, Prof. Mahfuz Pervez, Prof. Fazlul Haq, Advocate S M Ebadullah, JP leader Mazharul Haq Shah Chowdhury, journalists - M Nasirul Haq, Mohammed Shah Nowaz and Ali Haider and Nari Oikya, Bangladesh leader Jesmine Khanam, among others, took part in the discussion. |
