A fundamental transformation of our administrative system and public agencies to create increases in their effectiveness, efficiency, adaptability is essential today. The very first aspect that needs transformation is that of the recruitment policies and procedures in the civil service cadres . One of the elements of the recruitment policy and procedures that needs immediate revision is the existing quota system. This situation was discussed in detail and some recommendations made at a review meeting to discuss the report on ‘ Quota System for Civil Service Recruitment in Bangladesh , held on Saturday at a city hotel. The Chairman of the Regulatory Reforms Commission stated at the meeting that there is no constitutional basis for the present quota system in the Bangladesh Civil Service (BCS) .The existing quota system is 30 percent reservation for the freedom fighters’ and their families , 10 percent for district of domicile , 10 per cent for women an five per cent for indigenous communities . As we have observed in our editorial columns , this quota system gives the public an impression that merit is not given due importance in recruitment in the BCS cadres, and thus causes deterioration in the quality of service delivered by the public administrative system . Amongst the recommendations tabled in the review meeting where the Chairman of PSC and other professional experts were present , were a revision of the quota system with 50 per cent to be recruited on merit. Moreover discussions will have to be held at divisional levels to seek public opinion on t6he issues involved , within the next two months. We feel that , to meet the needs of this day and age, we have to rely on effective and informed management practices and a willingness to effect change when that is needed The factors that can transform the civil service and the public administrative system include recruitment by recognizing achievement and merit.We look forward to the PSC and the present government formulating a revised quota system and recruitment mechanism that recognises merit , after due consultations with the public, civil society leaders , and professional experts , and set the newly revised system in place before the next batch of the BCS officers are recruited.
