The High Court on Sunday issued a rule on the government to explain in four weeks why its notification that placed Moshiur Rahman Kochi among the 23 most wanted criminals should not be declared illegal.

The High Bench of Justice Shah Abu Nayeem Mominur Rahman and Justice Shahidul Islam passed the order after hearing a writ petition filed by Moshiur Rahman, six years after the announcement of the list.

The immediate-past BNP-led government on December 27, 2001 published the notification naming 23 persons as the most wanted criminals and started combing operation to arrest them.

Moshiur told the court the government had put his name as part of a conspiracy. He said there was no case filed against him before the announcement of the list of the most wanted criminals.
